Rowland Promoted to Deputy Director of Human Resources

Alisha Rowland was recently promoted to the position of Deputy Director of the Department of Human Resources from the position of Mobile County’s Human Resources Officer for Benefits and Payroll. In her new role, she helps oversee all human resource functions for Mobile County Commission. 

 

Due to the department director’s recent retirement, in her role as Deputy Director, Rowland is leading the department until that position is filled.

 

Rowland has served Mobile County’s Department of Human Resources in increasingly responsible roles for more than 10 years. Her career spans 27 years, primarily in government human resources and finance, but also includes information technology.

 

During her career, Rowland has demonstrated proficiency in human resource management and public personnel administration, including human capital management, benefits and payroll.

 

Rowland holds an MBA from Kaplan University and a BS in Business Administration from the University of Phoenix. She is an International Public Management Association for Human Resources (IPMA-HR) Certified Professional. She has earned a Certificate in County Administration from the Association of County Commissioners of Alabama and is a Certified Governmental Accounting Technician. She is a member of the Alabama Association of Public Personnel Administrators (AAPPA).
