Proposed Solid Waste Facility Application For Local Approval Withdrawn After Solid Waste Disposal Authority Recommendation

MOBILE COUNTY, Ala. – The applicant seeking to develop a new construction and demolition solid waste management facility in Mobile County has officially withdrawn its application for local approval following a recommendation from the Mobile County Solid Waste Disposal Authority that the landfill not be approved by the Mobile County Commission.

 

On April 23, the Mobile County Solid Waste Disposal Authority voted to recommend “not granting local approval” for the proposed facility after a thorough review process, which included consideration of six key criteria:

  • consistency of the proposal with the Mobile County Solid Waste Management Plan;
  • relationship of the proposal to local planned or existing development, to major transportation arteries, and to existing primary and secondary roads;
  • locations of the proposed facility to existing industries that generate large volumes of waste;
  • costs and availability of public services, facilities and improvements to support the proposed facility and protect public health, safety, and the environment;
  • the impact of the proposed facility on public safety and provisions made to minimize the impact on public health and safety;
  • the social and economic impacts of the proposed facility on the affected community, including changes in property values, and social or community perception.

The Authority’s decision followed a public hearing and extensive review of public comments.

 

Because the application has been withdrawn, the Mobile County Commission will not consider or vote on the application at its May 12 meeting as originally announced.

 

Mobile County Department of Environmental Services thanks all residents, community leaders, and stakeholders who provided feedback during the public comment period. Community input played a vital role in the review process and helped inform the Mobile County Solid Waste Disposal Authority’s recommendation.

 

The Solid Waste Disposal Authority was established by the Mobile County Commission in 1980 under state law (Act No. 80-278). It consists of three members, each appointed by a County Commissioner to represent their district, and they serve staggered terms. The Authority has the power to develop, operate, lease, or finance solid waste and resource recovery facilities. Its main responsibility is to review proposals to ensure they align with Mobile County’s Solid Waste Management Plan and to advise the County Commission on whether those proposals should move forward.
