Mobile County Commission Approves Fiscal Year 2027 Budget

MOBILE COUNTY, Ala. — The Mobile County Commission approved its Fiscal Year 2027 General Fund budget of $232,989,742 at its regular meeting Sept. 28, 2026. The balanced budget is about 2.7% higher than Fiscal Year 2026.

As in past years, Public Safety is the largest General Fund expenditure, accounting for 45.7% ($106.4 million). Public Safety includes funding for the Mobile County Sheriff’s Office and Metro Jail, Strickland Youth Center, Youth Court Administration, Court Police, Community Corrections, courts, and the District Attorney’s Office, among other functions. General Government is the second-largest functional expense at 38.9% ($90.5 million). It includes County Commission operations, support services, the offices of the License Commissioner, Revenue Commissioner, Probate Court, facilities and other administrative functions.

The FY 2027 budget continues significant investment in Mobile County employees, including a mid-year 2.5% cost-of-living adjustment and funding for the County’s transition to a new self-insured employee health benefits program beginning in January 2027.

The change in health benefits administration follows about a decade of rising insurance premiums largely absorbed by the County Commission to keep employee costs stable. The new structure is intended to give Mobile County greater flexibility to improve health coverage and prescription drug benefits and offer additional plan options. The FY 2027 budget funds the full risk amount of the first year of Mobile County’s new self-insured health benefits program while once again keeping employees’ portion of premiums stable.

Additional highlights of Mobile County’s FY 2027 budget include:

continued capital and operational investment in the Mobile County Sportsplex, comprised of both the soon-to-open Aquatic Center and the now-seven-field Soccer Complex;
establishment of the Cypress Creek Golf Course Enterprise Fund;
expansion of Blueway access at Chickasabogue Park and River Delta Marina; and
expansion of County assets in the Civil Rights and Cultural Heritage District.

FY 2027 also marks a change in how several County programs and initiatives are accounted for. New funds have been established for Cypress Creek Golf Course, District and Education Projects, and Commission Carryforward Initiatives. The General Fund will also provide transfers supporting the Senior Programs fund for RSVP, Senior Companions, and the Foster Grandparent programs.
