Neighborhood Stabilization Program


PROPOSED APPLICATION TO THE ALABAMA DEPARTMENT OF ECONOMIC AND COMMUNITY AFFAIRS (ADECA) NEIGHBORHOOD STABILIZATION PROGRAM MOBILE COUNTY COMMISSION CITIZEN COMMENT PERIOD & NOTICE OF PUBLIC HEARING:



Introduction:

The U.S. Department of Housing and Urban Development (HUD) has announced a new Neighborhood Stabilization Program (NSP) under Title III of the Housing and Economic Recovery Act of 2008 (HERA). The Neighborhood Stabilization Program provides grants to every state and certain local communities to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes.

The Alabama Department of Economic and Community Affairs (ADECA) as lead agency for the state received $37,033,031. Mobile County Commission submitted a pre-application for $7,105,200 million. ADECA conditionally approved the County for $2.0 million. The County proposes to use NSP funds for the acquisition, rehabilitation, and resale or rent of foreclosed homes to low/mo/middle income homebuyers. Mobile County proposes to purchase and rehab a minimum of fifteen (15) homes in the County.

National Objective:

The national objective as defined in the NSP notice is to provide or improve permanent residential structures that will benefit low, moderate and middle income persons. i.e. households < 120% of area median income. A minimum of 25% of these funds will be reserved to provide housing for households at < 50% area median income.


Citizen Participation:

The County encourages citizens to participate in the development of the County's Final ADECA-NSP application submission as described herein regarding proposed NSP program activities. Complete copies of the County's ADECA NSP Pre-Application Submission are available for inspection in the County's Grant Department at 205 Government Street, 8th Floor, Mobile, Alabama from 8:00 A.M. to 4:00 P.M. Monday through Friday, except legal holidays.

The County will conduct a public hearing on March 23 at the regular scheduled Commission meeting at 205 Government Street, First Floor, Auditorium, Mobile, Alabama.

The hearing location is accessible to persons with disabilities; however, anyone who requires further information or has a disability which might require special materials, services or assistance should notify the Grants Department at (251) 574-5086 no later than 48 hours prior to the scheduled hearing date.

Written comments regarding the County's Proposed ADECA-NSP Program Submission should be submitted to John F. Pafenbach, County Administrator at the address referenced herein. All written comments or proposals must be received at the referenced address no later than Tuesday, March 31, 2009 by 12:00 noon
